Galaxy Evolve Universal expansion occurs at no prefered scale. It transpires for the small in a negligible way but becomes dramatic for the large. Galactic expansion causes the observed high speed of the outer stars. This is simply because every galaxy was once primordially compact (or a QUASAR quasi stellar object) and expanded keeping the outer star velocities fast.
