Universal expansion is small and goes up exponential with distance. Galaxies grow as the universe expands but such small systems as the solar system it would be quite tiny. It would be inverse/exponential and that is why it is not detectable but on the macro scale.
The stars on the outskirts of the milky way move fast not because of Dark Matter but because they have their original speed and the milky way has expanded.
Quasars are evenly distributed throughout the universe and are an example of new galaxies that will expand with the universe. Quasar is point.
