If time is the rate of change then the causes of change can have greater or lesser effect than others. Forces are what are responsibe for change. But if there is a quantum of time it would apply to all forces. There would be an elementery time unit that would give the forces their action. For instance the greatest force known in physics is the nuclear binding force which by compaison is much stronger then lets say electromagnetism. But all forces could be reduced to the change that they produce in a quantum of time some larger than others.
There is an element of time. Every kind of change would be different compared to the other in that time quantum.
