It is the nature of light and gravity. Light is always falling because gravity is everywhere in space and light cannot be brought to a complete rest in a gravitational field. But matter can. It can be both weightless in freefall and have weight when not falling.

Einstein wanted to know what light was. He said he would ponder it for his whole life. I wish to point out that the nature of light is that it is weightless. Light falls and gravity is everywhere. Exclamation

Light can be influenced by gravity, be it everywhere or not. Light does have a weight, such a small weight that it only very slightly bends in the influence of a strong gravitational pull. Take a black hole for example, black holes pull everything including light into themselves, the light doesn't escape so it must be somewhat at a stop. However, I agree that light cannot come to a full stop, havin said that neither can matter, it always vibrates, so complete rest is impossible for anything.
